The Planning Inspectorate has announced further examination hearings for the proposed Rosefield Solar Farm development.
The following hearings will take place at the DoubleTree by Hilton Milton Keynes and online via Microsoft Teams:
Issue Specific Hearing 3 (ISH3) – Tuesday 7 July 2026, 9.30am Continuation of ISH3 – Wednesday 8 July 2026, 9.30am Compulsory Acquisition Hearing 2 (CAH2) – Thursday 9 July 2026, 9.30am The hearings form part of the ongoing Examination of the Development Consent Order application.

The Examining Authority has agreed to consider a request from the applicant to make changes to the application and, as a result, has issued a revised Examination Timetable. An updated project notice has been published by the Planning Inspectorate in relation to the Rosefield Solar Farm application.
The Examining Authority has exercised its discretion to accept an additional submission from Rosefield Energyfarm Limited for consideration during the examination process.
The Examination Library has also been updated.
Please note that acceptance of the submission does not mean that the proposed changes to the application have been accepted. The Examining Authority will decide in due course whether the proposed changes will be considered as part of the examination.

The Planning Inspectorate has published a further project update in relation to the proposed Rosefield Solar Farm, which is being considered as a Nationally Significant Infrastructure Project (NSIP) under the Planning Act 2008.
Examining Authority request for clarification and additional information The Examining Authority has formally published its decision to request clarification and additional information from the applicant. This follows a review of relevant representations submitted by statutory bodies, local authorities and other interested parties. The purpose of these requests is to ensure that the examination of the application can be conducted and completed within the statutory timeframe.

These include requests for clarification on:

Residents were encouraged to register as Interested Parties and to submit comments reflecting their personal views and any local impacts they wish the Examining Authority to consider.
A leaflet shared at the meeting, which summarises key points raised and provides signposting to further information and registration links, will be uploaded to this website for reference.
The Parish Council has already registered as an Interested Party to ensure the parish’s views are represented during the Examination and will continue to keep residents informed as the process progresses.

The Planning Inspectorate (PINS) has now accepted the application for the proposed Rosefield Solar Farm (675 hectares / 1,667 acres) for Examination. This means the project has moved into the Pre-Examination stage of the Development Consent Order (DCO) process.
Because this is a Nationally Significant Infrastructure Project, the decision will be made by the Planning Inspectorate on behalf of the Government, not by Buckinghamshire Council.
Have Your Say Residents, local groups and landowners now have a limited time to register as an Interested Party if they wish to comment, object, support, or provide evidence during the examination.

The Chair of Granborough Parish Council recently attended a Buckinghamshire Council briefing on 24 September 2025 about the proposed Rosefield Solar Farm, a Nationally Significant Infrastructure Project (NSIP).
The proposed development would be located east of Calvert, south, west, and north-east of Botolph Claydon, and west of Shipton Lee, with a connection to the East Claydon substation. It would generate more than 50 megawatts (MW) of electricity and includes battery storage.
The application for a Development Consent Order (DCO) was expected to be submitted to the Planning Inspectorate (PINS) at the end of September 2025. Once submitted, PINS will have 28 days to decide whether to accept it for examination.
If accepted, the developer must publish notices and invite the public to register as Interested Parties during a 30-day registration period. This is known as the Relevant Representation stage — when individuals, community groups, and organisations can formally comment on the application.
Granborough residents will be able to view full details, including how to register and comment, once the application is accepted. The Parish Council will share this information as soon as it becomes available.

Recent archaeological assessments in Parcel 3 (the area proposed for the Rosefield Substation and Main Collector Compound) have identified settlement activity dating from the Iron Age or Romano-British era. These findings have now been classified as having “medium sensitivity,” which has resulted in an updated PEIR Addendum (Preliminary Environmental Information Report) and adjustments to the proposed mitigation measures.

As part of the Rosefield site falls within or near to your parish, we wanted to update you on recent activity and signpost where you can find out more information should any of your parishioners have any queries.
Updates to our layout
Feedback received during our last consultation has allowed us to further reduce our site boundary by 11% (1,906 to 1,689 acres). we have also created additional bespoke offsets from properties and woodlands, and have also narrowed down potential locations for elements such as the battery storage facility and Rosefield Substation. This layout (right) will form the basis of our DCO application.
A plan showing all of the changes made to our design has been included within a Community Update newsletter sent out to all properties within our inner zone of consultation (see here). An electronic version of this plan and the newsletter is also available on our website: www.rosefieldsolarfarm.co.uk/document-library.
For some of these proposed changes, we are consulting with people with a legal interest in the land and relevant statutory and non-statutory bodies such as local and parish councils. These changes include the minor addition of an access track into our proposed Site boundary and proposed changes to the location of elements including the project substation and battery storage facility in Parcel 3.
We will publish an addendum to the PEIR at the start of the consultation period (21 May) to confirm there would be no further significant environmental effects anticipated as a result of the proposed changes. Rosefield Solar Farm – Statement of Community Consultation.
Within the Development Consent Order an important document is the Statement of Community Cohesion (SoCC). This document sets out how an applicant proposes to consult the community about a proposed development. Within the process there is an opportunity for the host local authority to advise the applicant on how the community consultation should be conducted.
It is good practice for the applicant to provide an initial draft for the Council to comment upon before formally submitting the draft SoCC. As you will be aware from the last local member and parish briefing the applicant did provide an initial draft where the applicant sought initial feedback on the scope of the draft SoCC before submitting it formally for comment.
The benefit of this exercise allowed Buckinghamshire Council, as the host authority, to review the scope of the consultation exercise and make comment and raise any concerns to the Applicant so we may influence the SoCC before it is submitted formally for comment.
The initial assessment of the draft Statement of Community Consultation (SoCC) by the Local Planning Authority (LPA) led to a series of suggestions aimed at refining the consultation strategy. These suggestions included the provision of more comprehensive details regarding the project proposals, a clearer definition of the timeline for the mandatory consultation, and assurance of conformity with the most recent pre-application process guidelines. Crucially the Council also advised that the duration of the consultation be prolonged to afford sufficient time for community input.
The Planning Act 2008 states that a developer must give a local authority 28 days to comment on the draft SoCC, starting on the day after the local authority receives it. This exercise will inform a Consultation Report that will be submitted as part of the DCO application.
Please note that the developer is expected to have regard to any comments provided by the local authority at this stage but is not required to act on them. However, any disagreement about the effectiveness of the methodology used for consultation may have a bearing on the acceptance decision when the Development Consent Order (DCO) application is submitted.

The legislation requires the applicants to consult with the relevant local authority or authorities about the content of the draft SoCC, providing advice on the appropriateness of an applicant’s suggested community consultation techniques and methods. There is no statutory requirement for an applicant to consult with the local community on the content of a SoCC. However, there is a requirement to make the SoCC available for inspection by the public, publishing the statement and a newspaper notice stating where and when the statement can be inspected.
The process so far
We are still in the pre-application stage of the DCO process and this is the work that the applicant will undertake to prepare their application through to its submission to the Planning Inspectorate. Key statutory milestones during pre-application include:
consultation on, and publication of, a Statement of Community Consultation (SoCC);
This is the stage that the applicant has just reached i.e. consultation of the SoCC.
where applicable, preparation of a screening opinion, scoping opinion and preliminary environmental information associated with any Environmental Statement to be submitted as part of the application;
The applicant submitted their scoping report at the end of last year and the Planning Inspectorate issued a Scoping Opinion which identified further work the applicant was required to undertake. We are aware that the applicant continues to work on the preliminary environmental information report (PEIR)
notification of the proposed application to the Planning Inspectorate acting on behalf of the Secretary of State;
This has occurred and we are in the pre-application process. This is not the submission of the application.
statutory consultation with specified bodies, any persons with interests in the affected land, and communities;
This has not occurred but the SoCC is the mechanism to identify how that consultation will take place.
preparation of a consultation report; and
submission of the application documentation to the Planning Inspectorate.
There is a very limited time window (28 days) for the Council to respond to the formal draft SoCC and it is not sufficient time to allow us to consult formally with the community. So, the purpose of the email to provide you with the information about the SoCC remembering it is not the final consultation process but a statement which describes how the applicant propose to consult the local community about the project and then, ultimately, carry out the consultation in accordance with the statement.

Within the Development Consent Order an important document is the Statement of Community Cohesion (SoCC). This document sets out how an applicant proposes to consult the community about a proposed development. Within the process there is an opportunity for the host local authority to advise the applicant on how the community consultation should be conducted.
It is good practice for the applicant to provide an initial draft for the Council to comment upon before formally submitting the draft SoCC. As you will be aware from the last local member and parish briefing the applicant did provide an initial draft where the applicant sought initial feedback on the scope of the draft SoCC before submitting it formally for comment.
The benefit of this exercise allowed Buckinghamshire Council, as the host authority, to review the scope of the consultation exercise and make comment and raise any concerns to the Applicant so we may influence the SoCC before it is submitted formally for comment.
The initial assessment of the draft Statement of Community Consultation (SoCC) by the Local Planning Authority (LPA) led to a series of suggestions aimed at refining the consultation strategy. These suggestions included the provision of more comprehensive details regarding the project proposals, a clearer definition of the timeline for the mandatory consultation, and assurance of conformity with the most recent pre-application process guidelines. Crucially the Council also advised that the duration of the consultation be prolonged to afford sufficient time for community input.
The Planning Act 2008 states that a developer must give a local authority 28 days to comment on the draft SoCC, starting on the day after the local authority receives it. This exercise will inform a Consultation Report that will be submitted as part of the DCO application.
Please note that the developer is expected to have regard to any comments provided by the local authority at this stage but is not required to act on them. However, any disagreement about the effectiveness of the methodology used for consultation may have a bearing on the acceptance decision when the Development Consent Order (DCO) application is submitted.
